Agenda Item 1.23 had both its first and second readings in Plenary Session on Tuesday, February 14; to become part of the ITU\u2019s Radio Regulations, each Agenda Item <span style=\"color: #339966;\"><a href=\"http:\/\/www.arrl.org\/news\/agenda-item-1-23-passes-committee-moves-to-plenary\"><span style=\"color: #339966;\"><strong>must be read twice in Plenary Session<\/strong><\/span><\/a><\/span>. While the Final Acts will be signed on Friday, February 17 at the close of the Conference, the new allocation will not take effect until it is entered into the Radio Regulations. No date has been set for this, but it is unlikely to be earlier than January 1, 2013. In any case, no amateur can use the band until his or her national regulations are revised to\u00a0implement the allocation.<\/p>\n<p style=\"text-align: justify;\">\u201cThis is a fantastic achievement for the Amateur Radio Service,\u201d IARU President Tim Ellam. VE6SH, told the ARRL. \u201cA new allocation for spectrum is always something that should be celebrated. The success on this issue is due to the hard work over the last four years from our IARU representatives, as well as the volunteers from the numerous IARU Member-Societies who have worked within the ITU process on behalf of their national administrations. This is excellent work from our team in Geneva, and from those who have assisted from their home countries.\u201d<\/p>\n<p style=\"text-align: justify;\">Agenda Item 1.23 <span style=\"color: #339966;\"><a href=\"http:\/\/www.arrl.org\/news\/world-radiocommunication-conference-2012-begins-today-in-switzerland-will-consider-secondary-mf-amat\"><span style=\"color: #339966;\"><strong>originally called for a 15-kilohertz-wide spectrum<\/strong><\/span><\/a><\/span> in parts of the band 415-526.5 kHz, taking into account the need to protect existing services. But according to ARRL Chief Executive Officer David Sumner, K1ZZ, this was <span style=\"color: #339966;\"><a href=\"http:\/\/www.arrl.org\/news\/proposed-maritime-mobile-allocation-gets-first-reading-at-wrc-12-plenary-session\"><span style=\"color: #339966;\"><strong>in conflict with the Maritime Mobile Service<\/strong><\/span><\/a>. <span style=\"color: #000000;\">WRC-12 delegates approved Agenda Item 1.10, which called for a worldwide exclusive allocation to the Maritime Mobile Service of 495-505 kHz. Discussion of this allocation to Maritime Mobile \u201chas been in the works throughout the conference preparation (i.e. since 2008),\u201d Sumner explained, \u201cand was the reason why the MF amateur allocation could not be made in this band as some amateurs had hoped. That\u2019s why we had to look elsewhere and is what put us in conflict with aeronautical radionavigation.\u201d<\/span><\/span><\/p>\n<p style=\"text-align: justify;\">According to Colin Thomas, G3PSM, CEPT Coordinator for Agenda Item 1.23, WRC-12 delegates moved forward early in the Conference with what he called a \u201c<span style=\"color: #339966;\"><a href=\"http:\/\/www.arrl.org\/news\/agenda-item-1-23-update\"><span style=\"color: #339966;\"><strong>compromise proposal<\/strong><\/span><\/a><\/span>\u201d for the new allocation. \u201cProgress was made with a compromise proposal on Agenda Item 1.23, drafted to take into consideration the views of those for and those against an Amateur Service allocation around 500 kHz. This proposal suggests a 7-kilohertz segment between 472-479 kHz, very close to the CEPT position of 472-480 kHz.\u201d<\/p>\n<p style=\"text-align: justify;\">The new allocation calls for a worldwide secondary allocation to the Amateur Service at 472-479 kHz, with a power limit of 1 W EIRP. A provision has been made, however, for administrations to permit up to 5 W EIRP for stations located more than 800 km from certain countries that wish to protect their aeronautical radionavigation service (non-directional beacons) from any possible interference. Footnotes (see below) provide administrations with opportunities to \u201copt out\u201d of the amateur allocation and\/or to upgrade their aeronautical radionavigation service to primary, if they wish to do so. In addition to these protections for aeronautical radionavigation, the Amateur Service must avoid harmful interference to the primary maritime mobile service. Quite a few additional administrations &#8212; mainly in the former Soviet Union and the Arab states &#8212; added their country\u2019s names to the Footnotes prior to the Agenda Item\u2019s consideration in Plenary.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.cqdx.ru\/ham\/wp-content\/uploads\/2012\/02\/Screen-Shot-2012-02-14-at-5.01.54-PM.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-30748 size-medium alignleft\" title=\"Screen Shot 2012-02-14 at 5.01.54 PM\" src=\"https:\/\/www.cqdx.ru\/ham\/wp-content\/uploads\/2012\/02\/Screen-Shot-2012-02-14-at-5.01.54-PM-300x211.jpg\" alt=\"\" width=\"300\" height=\"211\" srcset=\"https:\/\/www.cqdx.ru\/ham\/wp-content\/uploads\/2012\/02\/Screen-Shot-2012-02-14-at-5.01.54-PM-300x211.jpg 300w, https:\/\/www.cqdx.ru\/ham\/wp-content\/uploads\/2012\/02\/Screen-Shot-2012-02-14-at-5.01.54-PM-768x541.jpg 768w, https:\/\/www.cqdx.ru\/ham\/wp-content\/uploads\/2012\/02\/Screen-Shot-2012-02-14-at-5.01.54-PM.jpg 788w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>More than 3000 participants &#8212; representing more than 150 out of the International Telecommunication Union\u2019s 193 Member States &#8212; are attending the four-week conference. About 100 Observers from among the ITU\u2019s 700 private sector members &#8212; along with international organizations, including the International Amateur Radio Union &#8212; are also in attendance. A number of WRC-12 delegates are radio amateurs, with many of them operating at 4U1ITU, the Amateur Radio station at ITU Headquarters. The station has been using the call sign 4U1WRC throughout the duration of the Conference.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Footnotes to Agenda Item 1.23 <\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><strong>5.77<\/strong>\u00a0 <em>Different category of service<\/em>: In Australia, China, the French overseas communities of Region 3, the Republic of Korea, India, Iran, Japan, Pakistan, Papua New Guinea and Sri Lanka, the allocation of the frequency band 415-495 kHz to the aeronautical radionavigation service is on a primary basis. In Armenia, Azerbaijan, Belarus, the Russian Federation, Kazakhstan, Latvia, Uzbekistan and Kyrgyzstan, the allocation of the frequency band 435-495 kHz to the aeronautical radionavigation service is on a primary basis. Administrations in all the aforementioned countries shall take all practical steps necessary to ensure that aeronautical radionavigation stations in the frequency band 435-495 kHz do not cause interference to reception by coast stations of transmissions from ship stations on frequencies designated for ship stations on a worldwide basis.<\/p>\n<p style=\"text-align: justify;\"><strong>5.82<\/strong>\u00a0 In the maritime mobile service, the frequency 490 kHz is to be used exclusively for the transmission by coast stations of navigational and meteorological warnings and urgent information to ships, by means of narrow-band direct-printing telegraphy. The conditions for use of the frequency 490 kHz are prescribed in Articles 31 and 52. In using the frequency band 415-495 kHz for the aeronautical radionavigation service, administrations are requested to ensure that no harmful interference is caused to the frequency 490 kHz. <em>In using the frequency band 472-479 kHz for the Amateur Service, administrations shall ensure that no harmful interference is caused to the frequency 490 kHz<\/em>. (Emphasis added)<\/p>\n<p style=\"text-align: justify;\"><strong>5.A123<\/strong>\u00a0 The maximum equivalent isotropically radiated power (EIRP) of stations in the Amateur Service using frequencies in the band 472-479 kHz shall not exceed 1 W. Administrations may increase this limit of EIRP to 5 W in portions of their territory which are at a distance of more than 800 km from the borders of Algeria, Saudi Arabia, Azerbaijan, Bahrain, Belarus, China, Comoros, Djibouti, Egypt, United Arab Emirates, the Russian Federation, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Lebanon, Libya, Morocco, Mauritania, Oman, Uzbekistan, Qatar, Syrian Arab Republic, Kyrgyzstan, Somalia, Sudan, Tunisia, Ukraine and Yemen. In this frequency band, stations in the Amateur Service shall not cause harmful interference to, or claim protection from, stations of the aeronautical radionavigation service.<\/p>\n<p style=\"text-align: justify;\"><strong>5.B123\u00a0<\/strong> The use of the frequency band 472-479 kHz in Algeria, Saudi Arabia, Azerbaijan, Bahrain, Belarus, China, Comoros, Djibouti, Egypt, United Arab Emirates, the Russian Federation, Iraq, Jordan, Kazakhstan, Kuwait, Lebanon, Libya, Mauritania, Oman, Uzbekistan, Qatar, Syrian Arab Republic, Kyrgyzstan, Somalia, Sudan, Tunisia and Yemen is limited to the maritime mobile and aeronautical radionavigation services.
